MAJOR COOPERATION LINES

The development and intensification of international cooperation within the system of educational establishments incorporating faculties of law as well as exchange of experience in the field of training of law-enforcement officials are important and promising activity lines of the Academy of the Ministry of Internal Affairs of the Republic of Belarus (hereinafter referred to as the Academy).

In this connection, the Academy, within the limits of its jurisdiction, offers the following lines of international cooperation based on the corresponding interagency international agreements of the Republic of Belarus and direct contracts of the Academy with foreign higher educational establishments:

• exchange of students, cadets, teachers, graduate students and research workers;
• studying and spreading of the experience of foreign educational establishments in organization of the educational process;
• organization and carrying out of joint research activities;
• organization and hosting of international scientific conferences;
• participation in international congresses, conferences, symposiums and in the work of international associations and organizations.

Coordination of international cooperation of the Academy is exercised by the Department of Organization and International Cooperation.

LINKS WITH COLLEAGUES OF FOREIGN COUNTRIES

Senior executives and members of the teaching staff of the Academy maintain steady relations with higher educational establishments of neighboring and other foreign states. For example in 2007 over 50 people made a trip abroad (Germany, Holland, Moldova, Russia, Ukraine, USA) to study and to participate in international conferences, seminars, competitions, educational and training programs and advanced training courses.

Since 2001, the Academy is a member of the Association of Higher Educational Establishments of the Interior Ministries of the CIS-countries. The range of international partners of the Academy is increasing every year. As a result of scientific cooperation with colleagues from other countries recommendations on different aspects of combating crime are being prepared including the issues of cooperation between law-enforcement agencies of the CIS-states, joint development and publishing of methodological and learning aids and holding of scientific and practical conferences. In the course of such business trips the issues of exchange of educational and scientific literature, methodological and learning aids etc are decided.

Besides, in the year 2007 on the basis of the Academy were carried out 26 international arrangements with the participation of representatives of the law-enforcement agencies of Finland, Estonia, Germany, Libya, Moldova, Russia, Saudi Arabia, Sweden, Ukraine, Vietnam as well as of the number of international organizations.

Research papers, abstracts of the reports of the teaching staff and of the students and cadets of the Academy as well as those of the colleagues from related higher educational establishments of the CIS-countries are published in the scientific and theoretical journal "The Bulletin of the Academy of the Ministry of Internal Affairs of the Republic of Belarus".

The central library of the Academy alongside with other subdivisions of the Academy, closely cooperate with law schools of the CIS-countries. In the framework of bilateral agreements the Academy carries out the exchange of teaching and methodological aids with scientific and research establishments and foreign higher educational establishments on a regular basis. Exchange of scientific literature also takes place between the chairs in the course of training and during the trips to international conferences and seminars.

Members of the Academy's staff acts as research consultants and as opponents to research papers of their colleagues from neighboring and other foreign countries.

TRAINING OF FOREIGN NATIONALS AT THE ACADEMY

In accordance with the Contract from the 13.08.2001 N 21/10/RB "On the organization of mutual training of law-enforcement officers in educational establishments of the Ministries of Internal Affaires of Russia and Belarus" law-enforcement officers from Russia study at the Academy at a free mutual basis. Belarusian law-enforcement officers study at the Moscow University of the Ministry of Internal Affairs, at the Volgograd Academy of the Ministry of Internal Affairs and at the Voronezh Institute of the Ministry of Internal Affairs.

Admission and referral according to this Contract occur annually in accordance with the confirmed plans.

INTERNATIONAL BILATERAL AGREEMENTS OF THE ACADEMY

The Academy made 13 international bilateral agreements (protocols) on cooperation in the field of education and science, that are in force now:

Protocol on Cooperation between the Academy of the Ministry of Internal Affairs of the Republic of Belarus and the Police Academy "Alexandru Ioan Cuza" of the Ministry of Internal Affairs of Rumania from the 11.03.2003 (protocol of unlimited duration);

Protocol on Cooperation between the Academy of the Ministry of Internal Affairs of the Republic of Belarus and the All-Russian Scientific and Research Institute of the Ministry of Internal Affairs of the Russian Federation from the 18.03.2003 (protocol of unlimited duration);
