The International Training Center on Migration and Combating Trafficking in Human Beings

In the framework of the initiative of Belarus, announced at the International Conference at the United Nations on March 5th 2007 in New York, the International Training Center on Migration and Combating Trafficking in Human Beings was established at the Academy of the Ministry of Internal Affairs of the Republic of Belarus. Proposals to open it have been determined not only by the advantageous geographic and geopolitical position of the country but also by the appreciation by international experts of Belarusian legislation and the efficiency of law enforcement in the field of combating trafficking in human beings, illegal migration and management of migration flows.

The official opening ceremony of the Center took place on July, 19th 2007. The ceremony was attended by the President of the Republic of Belarus Aleksandr Grigorievitch Lukashenko, the IOM Director General Brunson McKinley, Secretary of State of the Security Council of the Republic of Belarus Victor Vladimirovich Sheiman, Deputy Chief of the Administration of the President of the Republic of Belarus Natalia Vladimirovna Petkevitch, the Minister of Internal Affairs of the Republic of Belarus Vladimir Vladimirovich Naumov and representatives of international nongovernmental organizations.

Combating illegal migration and trafficking in human beings which present a serious threat to international security is without doubt of a great concern in the modern world. According to the estimates of the international EU experts progressive legislation in the sphere of combating trafficking in human beings and illegal migration has been created in the Republic of Belarusnowadays. The whole range of other measures has been developed to enhance the efficiency of standing up to the modern threat of slave trade and provide security of the population of our country.

An efficient coordinating mechanism headed by the Ministry of Internal Affairs has been created in Belarus to reveal and suppress the channels of slave trade, to bring the organizers of these crimes to justice and to rehabilitate the victims of trafficking in human beings. Indeed, more than 10 ministries and governmental agencies of the Republic, a number of international organizations participate in combating trafficking in human beings and in recovering the consequences thereof.

At the same time it is evident that the whole international community should join its efforts to combat trafficking in human beings and illegal migration effectively. Many states and international organizations successfully fight this evil but their efforts often appear scattered.

It is for this reason that Belarus has come up with a number of international initiatives recently based on global partnership and cooperation one of which became the creation of the International Training Center on Migration and Combating Trafficking in Human Beings at the Academy of the Ministry of Internal Affairs.

The operation of this centre will improve the organization of training, advanced training and retraining of professionals in the field of combating trafficking in human beings and illegal migration. It will also enhance the efficiency of international cooperation between law-enforcement agencies, international and nongovernmental organizations in this field.

Creation of the International Training Center became possible due to considerable support of the International Organization for Migration which in its turn opens up new possibilities in pursuing common objectives in the area of  combating human trafficking and illegal migration as well as strengthening regional and interregional dialogue and partnership.
 
MAIN TASKS OF THE CENTER

to organize basic, advanced and specialized trainings on migration and combating trafficking in human beings;
to give ground for mastering the latest management methods, tools and instruments of combating criminal activities such as trafficking in human beings and illegal migration;
to assist international organizations, Belarusian and foreign law-enforcement agencies, and government bodies in organizing basic, advanced and specialized trainings on migration and combating trafficking in human beings;
to establish and develop mutually beneficial cooperation with international organizations and funds in the sphere of combating trafficking in human beings and illegal migration;
to analyze, synthesize and share advanced experience gained in the sphere of migration and combating trafficking in human beings, as well prevention of its consequences;
to enhance the efficiency of transnational cooperation of states and international organizations in the sphere of migration and combating trafficking in human beings.


Perfection of control over migration processes and combating trafficking in human beings are possible provided most of the states join their efforts. We are open for cooperation with foreign law-enforcement structures, international and nongovernmental organizations in different fields of this activity.

By the decision of the Council of CIS heads of government of May 23th, 2008 the Academy of the Ministry of the Interior was awarded the status of the base educational institution of the CIS member states in the field of migration and combating trafficking in human beings. It speaks about the international recognition and appreciation of the Center’s activities and opens up new perspectives and possibilities in the field of training and creating common approaches towards the organization of training in the field of migration and combating trafficking in human beings.
