History of the Academy

the History of the university leads its beginning from the moment of formation of the Minsk department of the faculty of distance learning of the Higher school of MINISTRY of internal affairs of the USSR in Minsk on may 16, 1958.

Department provided training of specialists with higher legal education for the organs of the interior MINISTRY of Belarus, Latvia, Lithuania, Estonia and the Kaliningrad oblast of the RSFSR.

IN 1958, at the first course were enrolled 75 students. In minsk branch in the first academic year, enrollment of about 120 people, including the police officers and internal service, which is to continue the training was transferred to Minsk from Leningrad. After five years, the set was already 200 people.

Work the minsk offices in 1958-1964, confirmed the expediency of the course on training of personnel with higher legal education directly in the republic: the law enforcement system has received hundreds of qualified specialists, the foundation was laid for the successful activity of the university.

WITH the course of time it became evident the need for further development of the system of departmental education, primarily in training of personnel with higher legal education in the day time form of training for the the protection of public order. As a result of division of the faculty of distance learning of the Higher school of МООП of the RSFSR joint order of the МООП of the RSFSR and МООП of the BSSR, dated September 23, 1964, was transformed into Minsk internally-correspondence faculty of the Higher school МООП of the RSFSR.

On conditions of reception qualify for admission can only person who had the experience of practical work in bodies of internal affairs and special rank not lower than the junior lieutenant of militia.

Introduction of day form of education would require a fundamental restructuring of the entire work of the faculty. There were created new structural units. Began to be carried out the selection of teaching staff and administrative personnel. In the educational process have been using more and more of the teaching-methodological material and literature. IN the course of the next 11 years, the minsk department went out to the leading positions among similar divisions. Gradually strengthened interaction between scientists of teachers with specialists from law schools, educational and scientific-research institutions of the MINISTRY of the interior, the cooperation in the sphere of training of educational-methodical literature and carrying out of scientific conferences.

IN September 1973. Higher school of MINISTRY of internal affairs of the USSR was transformed into the Academy of MINISTRY of internal affairs of the USSR. Changes were also its structural units, including the department in Minsk. In 1973, he received the status of the Minsk department of the Moscow branch of the legal correspondence training at the Academy of MINISTRY of internal affairs of the USSR.

1 January 1976 on the basis of this faculty was founded by the Minsk higher school of the MINISTRY of internal affairs of the USSR.

Thanks to competent personnel policy of the teaching staff of gradually replenished with promising scientists and teachers.

SINCE the creation of the Minsk higher school, in the main, carried out the preparation of specialists for the units of the criminal investigation department. Later they started the training of investigators and of precinct police inspectors.

Political changes of the second half of the 80-ies. The TWENTIETH century caused the necessity for the improvement of higher legal education. His main areas of steel, fundamentalization of and humanization of teaching legal disciplines, active use of the problematic methods of training, introduction in the educational process of computer technologies.

the Creation of educational-material base, improving the quality of teaching, the expansion of the scope and content of vocational training of students in this was manifested the active development of the university. In the structure of the Minsk higher school appeared faculty of improvement of professional skill, as well as the departments of part-time training in Vilnius and Riga, where were trained for the MINISTRY of internal affairs of the Lithuanian and Latvian SSR.

The listeners was equipped with bodies of internal affairs of Belarus, Lithuania, Latvia, Azerbaijan, Armenia and some regions of the Russian Federation. At school studied by representatives of 27 nationalities.

SINCE 1980, the composition of the Minsk higher school has brought to bear service on protection of public order on the territory of the Soviet Union. So, in the Minsk football matches that provided by the XXII Olympic games, the staff and students of the school were patrolling the streets, guarding public order at the olympic objects, together with employees of regional departments of internal affairs conducted preventive work among the population.

IN 1985, the personnel of the Minsk high school participated in the protection of public order during the XII World festival of youth and students in Moscow. IN June-July 1986, more than 70 employees and 500 students were guarding the public order in the territories subjected to radioactive contamination as a result of the accident at the Chernobyl nuclear power plant.

The Minsk higher school also participated in the service for the protection of public order and public security on the territory of the Azerbaijani and Armenian SSR. From June 1988 to July 1989, staff and students of the minsk schools in the number of pivot groups, one after each other, had been in service in Yerevan, as well as in Azizbeyov and Ехегнадзорском regions of the Armenian SSR. IN the educational process involved a lot of scientists, whose names today are known in the professional circles of Belarus and other CIS states - participants, and also the countries of the far abroad: II. Басецкий, A.F.Vishnevsky, PG. Чигринов, V.A.Kuczynski, E.A.. Sarkisova, A.I.Сухаркова, V.A. Shelkoplyas, etc.

IN December 1991. The Republic of Belarus became an independent state. April 1, 1992, on the basis of the Minsk higher school of the MINISTRY of internal affairs of the USSR was formed Academy of police MINISTRY of internal affairs of the Republic of Belarus.

TO the beginning of 1987, more than 65 % of managerial and teaching staff of the school had degrees and titles. It was the highest rate of scientific-pedagogical potential among higher educational institutions of MINISTRY of internal affairs of the USSR.

IN 1995, the Academy entered the Minsk special high school of militia of the M.V.Frunze and Mogilev special secondary school of the transport police of the MINISTRY of the USSR. The name of the new association "Academy of the MINISTRY of internal affairs of the Republic of Belarus" was approved in accordance with the Decree of the President of the Republic of Belarus dated September 1, 1995. № 345.

For the period of existence the university trained more than 29 000 specialists with higher legal education for the bodies of internal affairs. More than 1 120 graduates have graduated from the police Academy with honors. From 1996 to the present time more than 60 cadets became scholarship holders of the special fund of the President of the Republic of Belarus for the social support of gifted pupils and students.

on march 4, 2001, at the anniversary of the Day of the formation of the belarusian police in the investigation and expert faculty was opened the museum of criminology. The minister of internal affairs of the Republic of Belarus major-general of militia VLADIMIR. Naumov gave the right of solemn opening of the former Minister, representative of the Republican council of veterans of bodies of internal affairs and internal troops of general-lieutenant of the internal service V.A.Пискареву. In the museum of criminology was presented more than 200 exhibits, which were used in the educational process for the study of different forms of criminal activity and methods of combating crime.

SINCE 2002, the university has an active professional-ориентационную work among students. On the basis of agreements on cooperation of the Academy of the interior MINISTRY of educational institutions and territorial bodies of internal affairs were opened the first specialized legal classes in schools Columns, Maryina horka, Old Roads, Слуцка and Gomel.

IN the framework of the implementation of the initiative, which was announced by the Republic of Belarus on 5 march 2007 at the New York International conference of the United Nations, in Academy of MINISTRY of internal affairs was established the International training centre of training, enhancing qualifications and retraining of personnel the sphere of migration and counteraction of human trafficking. The official opening ceremony took place on July 19, 2007.

the Academy of MINISTRY of internal affairs takes its place in the system of state bodies and plays a role in the complex mechanism of decision-making. Scientists of the university are composed of a number of boards and commissions (the advisory, expert, workers, etc.) on the legal problems created by the higher state bodies of the Republic of Belarus, are involved in the activities of the various ministries and departments. A lot of specialists of the Academy of MINISTRY of internal affairs participated in the preparation of the drafts of the Constitution of the Republic of Belarus, Criminal law, Criminal-procedural, Criminal-procedural, Civil procedural, Labour and other codes of the Republic of Belarus, as well as in the development of projects of many laws, state programs, legal acts and other documents of the Republic of Belarus.
