History of the Chair

The Chair of Foreign Languages was created in September 30, 1968. PhD (Philology), associate professor A.P. Shlopak was the first head of the Chair.

Later the Department was headed by: PhD (Philology), Associate Professor N.N. Novitskiy, PhD (Philology), Associate Professor S.E. Paromchik, PhD (Pedagogics), Associate Professor S.S. Denisova (1999–present time).

In 1992 the Academy of the Ministry of Internal Affairs of the Republic of Belarus was established and the Chair of Foreign Languages was renamed into the Chair of Belarusian and Foreign Languages.


Modern Period

The leadership of the Chair

Since 1999 the Chair has been headed by PhD (Pedagogics), Associate Professor Svetlana S. Denisova.

Currently the teaching staff of the Chair is represented by:

professor: doctor of philology, professor V.K. Moroz;

associate professors: PhD (Philology), Associate Professor A.A. Efremova, PhD (Philology), Associate Professor E.V. Kotenko, PhD (Law) T.M. Kattsova;

senior lecturers: PhD (Philology) N.N. Pristupa, I.P. Radevich;

lecturers: E.N. Molchan, E.P. Sinyak, S.A. Stulba, M.I. Tsyvis.

The head of the educational and methodological office of the Chair is E.N. Savenok.

Courses taught:

1. Belarusian Language (Professional Vocabulary);

2. Foreign Language (English, German);

3. Basics of the Sign Language.

Research activities

The main trends of scientific research of the teaching staff of the Chair are:

1. Formation of linguistic competence of law-enforcement officers;

2. Professionally oriented teaching of Foreign Language.

Scientific Research Activity of Cadets

The Chair has created the scientific club of cadets "Ubsyag" (its leader is professor of the Chair of Belarusian and Foreign Languages, doctor of philology, professor V.K. Moroz).

Problem scientific groups within the club:

1. Functioning of the Belarusian language in conditions of bilingualism.

2. International experience in combating crime.

Club members participate in republican and international scientific conferences.

Each year the Chair organizes and holds scientific and practical conference in foreign languages “International Experience in Combating Crime" for cadets and students of the Academy of the Ministry of Internal Affairs of the Republic of Belarus. During the conference cadets and students have the opportunity to reinforce their skills of professionally oriented communication as well as to gain the first experience of public speaking.

Every year the Chair holds the contest of scientific papers among cadets and students of the Academy: “The Development of Linguistic Competence: Functional and Applied Aspect".


The contribution of the Chair to the development of international cooperation

The Chair of Belarusian and Foreign Languages played an important role in the development of international relations and the formation of the international status of the Academy of the Ministry of Internal Affairs of the Republic of Belarus. For a long time the teaching staff of the Chair provided simultaneous translation of working materials of a large number of international events held with participation of the Academy, meetings of Academy officials with representatives of foreign states. For example, the Chair provided translation during IX International Conference of heads of police higher educational institutions of the countries of Central and Eastern Europe (Minsk, May, 2001), International seminar "Actual Problems of Counteraction to Transnational Crime” with participation of the teaching staff of police profile universities and representatives of law-enforcement agencies of the states-members of the CEI" (Minsk, November, 2006). Besides, the Chair of Belarusian and Foreign Languages translated educational sessions, materials, training sessions, numerous meetings with foreign representatives and delegations during the first year of the establishment of the International Training Centre on Migration and Combating Trafficking in Human Beings.

On behalf of the Ministry of Internal Affairs of the Republic of Belarus the Chair of Belarusian and Foreign Languages developed and published the Phrase Book for the employees of internal affairs agencies.

From 2009 to 2013 under the auspices of the International Organization for Migration the Chair carried out courses of English for law-enforcement officers working in the field of combating illegal drug trafficking, human trafficking, illegal migration.

From 2017 the Chair shall organize and conduct English courses for police officers for the second European games in 2019.

The Chair actively cooperates with practical divisions of law-enforcement agencies, providing translation during arrests, interrogations and other procedural actions in which foreign citizens are involved.


The contribution of the Chair to formation of a barrier-free environment

Since 2007 the teaching course "Basics of the Sign Language" has been taught by the Chair for third-year cadets of the Academy. The optional course has been organized to teach Belarusian law-enforcement officials to communicate with hearing-impaired persons.

The aims of this course are to give cadets theoretical and practical knowledge of the Sign Language, to show its linguistic features and structure, to achieve an adequate level of communicative competence in dealing with hearing-impaired persons and more important –to form the psychological readiness to deal with them.

Teaching methods of the course involve the combination of lectures and practical classes and free work of cadets with DVD video, educational and special literature. Besides, joint sessions of cadets of the Academy and students of the Faculty of Special Education of the Belarusian State Pedagogical University named after M. Tank and representatives of the Association of the Deaf are held.

Since 2017 the course "Basics of the Sign Language" has been taught at the Faculty of Advanced Studies and Retraining of the Academy of the Ministry of Internal Affairs.
